Place the halved potatoes in the bottom of the crockpot.
Season the chicken with salt, pepper, garlic powder, onion powder, and Italian seasoning.
Arrange the chicken over the potatoes.
Add the butter and minced garlic.
Pour in the chicken broth.
Cover and cook on LOW for 5 to 6 hours or HIGH for 3 to 4 hours, until the chicken and potatoes are tender.
Whisk together the heavy cream, cream cheese, and Parmesan cheese until mostly smooth.
Stir the cheese mixture into the crockpot.
If you'd like a thicker sauce, mix the cornstarch with cold water and stir it into the crockpot.
Cook on HIGH for another 15 to 20 minutes until the sauce is creamy and thickened.
Sprinkle with fresh parsley and serve warm.
