Grease a 9x13-inch baking dish.
Cook the ground beef and diced onion in a large skillet over medium heat until the beef is browned. Drain excess grease.
Add the garlic and cook for 30 seconds.
Stir in the cream of mushroom soup, sour cream, Worcestershire sauce, paprika, garlic powder, onion powder, and black pepper.
Mix in the corn and diced tomatoes with green chilies.
Spread the beef mixture evenly into the prepared baking dish.
Sprinkle half of the cheddar and Monterey Jack cheese over the beef mixture.
Arrange the frozen tater tots in a single layer on top.
Bake for 35 to 40 minutes until the tater tots are golden and crispy.
Sprinkle the remaining cheese over the casserole and bake for another 5 to 8 minutes until melted.
Garnish with chopped green onions before serving.
